Actually, user bars are the easiest by far, lol. At least for me. I use paint.NET for all my spriting work.
I just took a user bar (Amphys), took out everything but the black outline. Then, I made a new layer and set it behind the outline. Paste the background picture into it and keep the canvas size how it is. Move it around until it looks good. Then, you make a new layer, put it between the other two, and put whatever you want on it. Pictures, words, etc.
Hope that explains it. I make the trainer cards using Amphys layout by doing the exact same thing.
