Something I've developed recently in the online battle is Politoed, Poliwrath, Lanturn, Tentacruel, Ludicolo, and Feraligatr. It works quite well with Politoed setting up rain, Ludicolo and Tentacruel being sponges, and Poliwrath, Lanturn, and Feraligatr being sweepers.
Roko:
Interesting technique, but if you're going for a weather team, I'd probably go for a Sandstorm or Hail team. The additional damage those weathers cause can be very difficult (for your opponent).
Since you're a Water Elemental Elite, I suppose you love the Rain idea, though... I'd probably go for a Pokémon that can use Thunder... since that VERY powerful move gets a nice 100 Accuracy during rain, and it's worth exploiting that advantage. Starmie or Lapras are two possible candidates that could fulfil this great roll.
Mr. Fox:
sand storm and rain both have abilitys that increase speed, so it that is what you want both are good.

Yeah, I know rain raises thunder's accuracy, and Lanturn has it. There's also a gen 5 flying move that works much like thunder called hurricane, though none of my main team members know it. I'll have a palliper or swanna on the side for that.

Oh, right. I didn't notice your Lanturn. I'd still change it to a Lapras or a Starmie, though. Since the Sp. Atk of Lanturn isn't that great. Starmie's probably your greatest bet... although Lanturn does have STAB with Thunder...
