  Technically, Manaphy isn't a legendary since it has a pre-evolution. The fact that it can breed also means that it's not a legendary. It's just an ultra-rare pokemon. So all legendaries in existence can't breed.

It and Lucario are the only Breedable Legends.
However Its not an Uber

Can I get an exact definition of what a legendary is? Obviously not all legendaries are uber, and not all ubers are legendary. You can only get one Manaphy per game, like other pokemon such as Kyogre. There are powerful pokemon with base stat totals of 600, but are called psuedo legendaries. Lucario and Riolu aren't found in the wild, but can be bred to get more.

Well, any Pokemon With a Legend about Them Specifically. (not the Ghost Pokemon Legend, has to mention Names.)

While I do not consider Riolu/Lucario to be legendaries, Manaphy is a legendary.

BUT! In PU, you won't get legendaries in your team... so why think about breeding them?
