Hmm indeed it is. I can't say i have seen cause i never used such things to catch em. i just did my best not to kill and throw 50 or so poke balls till i caught em. :D

In Silver when I was trying to catch Lugia I ran out of Ultra balls...
Ironicly I caught it with a regular old Poke ball... =3=

Far as I remember I get pretty lucky with my legends. Think my hardest one to ever catch was mewtwo in Pokemon red.
