What it could mean is " What is the best pokeball for YOU?"

Somebody should change it to What is the best pokeball (excluding masterball)
In that case it would be the timer ball. If you can hold out long enough, a timer ball has a very good catch rate, and I use it a lot on the legendaries.

Jerry:
A timer ball has the highest catch rate (4 I think) at each 10 turns.
Heavy ball gets the highest if I recall well, 8 I think (besides master ball)
