if Fox is acting as Bagon, why the problem of evolving? he would only be a Shelgon, not a Salamence, and he would be better, Eviolite would be even better with Shelgon

Because deep inside he feels like he dosen't deserve to evolve. There I gave away my whole plan. ;)
I am a lv 56 and have been unable to evolve because of the reason stated before. And he learned of Evolite from an unknown pokemon that told him that it would help him until he managed to evolve.
