Actually it can deal 1/2 damage if the pokemon is 4x weak to rock, like Charizard.

Its 50% for 4x weak, 25% for 2x, 12.5% for 1x, and 6.25% i think for .5x

Oh and 3.125% for 0.25 effective ;)
