What program do you use to make banners?

Thanks for the ideas! I downloaded Paint.NET it works perfect! But how do I put text into my banner? It just doesn't work  :-[ Please help!  :'(

You have to be fully zoomed out. you click the text button on the side bar. when you type what you want you can move it around.
