I did that on purpose for a mist effect. It didn't work out the way I intended though, but it came close.

For mist, maybe you could create a new layer, and use your brush to draw a white line (or where you want the mist to be). Then, you blur the layer a lot, you should get the white to become like a mist, if that's what you were looking for.
