IVs are set values that each pokemon has in each stat, ranging from 0 to 31. 0 being the worst and 31 being the best as you might guess. You can't change them, you get them upon hatching/obtention/capturing.
EVs are something else. Each pokemon can have a maximum of 510 EVs total, with 255 EVs maximum in one stat. Those, you can control where to invest in which stat.

I just joined PO to see how well my UU team could do, seeing as nobody goes on PokeLab anymore. I lost to a team of all legends by a Groudon, and beat a team of somebody who was supposedly really good. I think people on PokeLab were better...

Well, I know that... but I don't know how to tell what the actual EVs / IVs are.

you can't tell with out the use of a cheating device. I use an Ar and found the code on the web... just type: Name of the game you are playing followed by Ar codes... that should find you what you need...

No, you can tell if you have the proper berries and an IV calculator (if you don't like working yourself with numbers).
I have the formula to calculate IVs and EVs and no cheating required.
If you have the berries number 21 to 26, you can drop the EVs to zero, and use the stats of the pokemon to calculate the IVs. And from the number of berries you used, and the IV you have now, you can calculate the EVs. It's just some basic math, once you have the formula.
