Maybe we could challenge eight gyms, beat the Brutal Five, and then challenge the other nine whenever we want to after beating the Brutal Five. That way, you still have the important choices to make, but you still have the option battle the other gym leaders that you couldn't before.

I'm personally in for this idea.
The Brutal 5 have unknown locations and are therefor hard to find. If you succesfully find and beat them all, you should be allowed to be able to challenge the remaining Gyms. All of whom now have their Pokemon on level 100 of course.
