Basically that means 17 gyms near the starting area, so you can choose whichever to battle.

The only result I see is to spread them out and thus create something similar to what I suggested in an earlier post.

Where he/she ends up doing quests is where we lead them with the quests. Say after the electric gym has been beaten, 3 quests become available; one for each path to a new gym. (ground, poison, flying respectively in the mentioned scenario). Call them Gym pre-quests if you like.

Gym Leader: Normal Type.
Before Battle: “Another battle."
After sending out last Pokemon: “Wow, I forgot how great it is to truly battle and enjoy it!”
After losing: “I may have lost, but something about you makes me want to face you again. The excitement! Take this badge, you deserve it.”
Notes: He should be laidback, casual clothes.

Leader: Jeff
Gym Leader: Rock Type
Before battle: “Oh, you seem to have some potential! Let's get this show on the road!”
After sending out last Pokemon: “This isn't over till it is over!”
After Battle: “How could I lose. Well you how what, take this badge and go far for me kid.”
Notes: He seems like the kind of person who would be tough, and medium in size. Maybe 27?

Leader: Savanna
Gym Leader: Bug Type
Before battle: “Hm, it looks like I have a challenger. C'mon my Pokes' we can handle him.”
After sending out last pokemon: “I know you will give me a win here.”
After battle: “I betcha think your all that don't you? We'll you sure are something good to take out these guys. Take this.”
Notes: I imagine her as a kind of pudgy short determined girl. A younger child.

Leader: York
Gym Leader: Grass
Before battle: “Let's start this fight!”
After sending out last Pokemon: “I believe in you!”
After Battle: “I still know my Pokemon's power is endless. We should have a rematch someday.
Notes: An Older Man 30-40. Seems like he would have a cane, but be energetic for his age.

Leader: Zach
Gym Leader: Electric
Before Battle: “Hmph, lets get started.”
After sending out last Pokemon: “We can do this!”
After battle: “Hmph, that send a volt of electricity through me, amazing. Take this Badge, but take good care of it.”
Notes: A man 20-23, darker clothing.

Leader: Melissa
Gym Leader: Water
Before Battle: “Alright, I haven't had a good battle in a long time. I hope you can deliver!”
After sending out last Pokemon: “Ha, you have!”
After Battle: “Wow, thank you for that. Why don't you take this badge all the way to the Pokemon League!”
Notes: Probably 40 years old, exotic clothing.

Leader: Eugene
Gym Leader: Fire
Before battle: “Well I just live life and enjoy myself. I hope this battle will help me do that!”
After sending out last Pokemon: “C'mon <Insert Name Here> We can do this, I know it!”
After Battle: “Great job dude. My Pokemon want a rematch someday and so do I. We deserve this by the way.”
Notes: 16, Adventurous Type.

Gym Leader: Beth
Type: Poison
Before Battle: “After all my years of battling, I can take out anyone. Let's do this.”
After sending out last Pokemon: “You've worn me down alright. But I still have one more to go!”
After Battle: “It looks as if its time to give the next generation, a chance to go on their Journey. Take this!”
Notes: Older lady maybe 30-70. With a sort of retro, yet new look.

Gym Leader: Rick
Type: Ground
Before Battle: Will all my experience. I can't lose!”
When sending out last Pokemon: Already down to <Insert Name Here>,Well, I won't go down without a fight!”
After battle: “How could I lose! Well, great job you guys, and your Pokemon as well, <Trainer Name>
Notes: About 30-37.

Gym Leader: Natasha
Type: Flying
Before Battle: “Ugh, another trainer. I've been loaded today! Well, this looks fun though!”
After sending out last Pokemon: “Come to think of it. Battles never get old! Hehe.”
After Battle: “Man, I lost. Well take this badge. And great battling there.”
Notes: Age should be about 32

Gym Leader: Dustin
Type: Psychic
Before Battle: “I feel your excitement. I bet you can feel mine as well. I can feel it radiated. Let's do this!”
After sending out last Pokemon: “We can do this together!”
After Battle: “Aw, man. We'll you deserve this badge. So take it, annd go far. I'll be waiting for a rematch.”
Notes: Black, (Not being racist, its just I want some diversity in these racist games, lol) and age about 22.

Gym Leader: Mysidia
Type: Ghost
Before Battle: “I'm the queen of Ghosts. You can't defeat this untouchable typing!”
After sending out last Pokemon: “Looks like you have more talent then I expected, eh!”
After Battle: “How you affected my Pokemon is beyond me, but take this.”
Notes: Long Black Dress about 20-24

Gym Leader: Edi
Type: Ice
Before Battle: “You can't win, My Pokemon are to great to lose!”
After sending out last Pokemon: “You'd better be ready for what I'm about to dish out!”
After Battle: “Well, at least, you guys did all you could. Heh, maybe you got luck, well you won, so this belongs to you now.”
Notes: Hispanic,  as for age, about 18.

Gym Leader: Brian
Type: Fighting
Before Battle: “After a long day at work, a battle sure does a man good.”
After sending out last Pokemon: “This isn't just a battle!”
After Battle: “Great job out there. Your gonna go far, kid.”
Notes: Age about 33, Worker guy clothes.

Gym Leader: Rhonda
Type: Steel
Before Battle: “This battle, I'm looking forward to it!”
After sending out last Pokemon: “I heard you were coming from the other leaders. I knew you'd be tough!”
After Battle: “Wow, that was really something. Heres your Badge!”
Notes: Probably about 45, but young looking for age.

Name: Danielle
Type: Dragon
Before Battle: “Hahaha, let's get going!”
After sending out last Pokemon: “This battle is a Joy Ride!”
After Battle: “Whew, thanks a lot of the battle, dude. I enjoyed it. Here, this is rightfully yours. I guess your ready for the Pokemon League now. See ya later!”
Notes:13, joking type of person, Black long hair.

Type: Dark
Before Battle: “Hm, a Strong looking person. Inspire me!”
After sending out last Pokemon: “I see, that was a smart move.”
After Battle: “Amazing <Insert Name Here> you truly inspired me there. Take this and, be great.”
Notes: 13, Red/Black/Silver clothes. Blond Hair? (This one is obviously based off of me, I couldn't help myself.)

Not bad actutally. ^^ I like em.

Mr. Fox:
Their needs to be an arrogant gym leader that rubs it in your face....
