I don't know.. I've run through the game in japanese so :-\

There were people who collected things though (mushrooms, some food and such I think), I guess they are move tutors.

Bing:
As far as I know the people who take the mushrooms just give you money.

Viper:
There are not move tutors in black that teach them, but there is always the heart scale teacher.

Bing:
Yeah but if the pokemon can only learn the move though breeding I don't think that will work right?
