hello i am new to Pokemon Universe and i would like to know when how and where i can Download this.

On the front page you'll see a large piece or writing that says "Pokemon Universe release: When it's done". This means it isn't out yet. You could join the IRC or hang around the forums,  or join the balance server. Stick around though, we're releasing an update soon.
