At the start, if you are lvl 60 and still don't have a more then 60 power move isn't realistic.
And the base power you get is just IV and 1 point EV.

I meant when hatched, no move with a Pure base power over 60

i.e.-Aerial Ace Power:60 Stab power:90

So a starly can't have tackle or AA at birth?
