1. Can you drink a water Pokemon's water gun?
probably, it is water. Coming straight from the Pokemon would be kind of strong, but maybe if the attack is directed into a cup or bowl it would work.
2. Could you kill a Charmander by dumping water on its tail?
Yes, if the flame on a Charmander is extinguished it would die, unlike a Cyndaquil where it wouldn't since it puts its flame out while it sleeps anyway.
3. Where are Brock's eyes?
Brock has eyes, but in the anime it doesn't seem so..their suppose to seem squinted.
4. Why can Tauros learn surf?
Tauros can learn that as a TM (I assume you mean.) Since its not a biological ability it can learn surf, just as other Pokemon can learn unusual moves through TM's. This just shows the concealed power's of the Pokemon.
5. Where is Ash's dad?
Ash does not have a father. I think I've heard that he went out on a Pokemon journey and didn't come back, but that may not be true. As people in real life don't always have a mother and father, Ash has only a mother.
6. Has a trainer ever been hurt in battle by a stray move that had missed the intended Pokemon?
Yes, Ash's Pikachu electrocutes him many times in the anime, especially when they first started their journey and Pikachu wasn't too fond of Ash.
7. Will Charizard ever be satisfied with it's training in the Charicific Valley?
Through its training in the valley Charizard becomes stronger and ends up being a good asset to Ash's team. However, he remains there as his new home and comes to Ash as a friend when needed.
8. How does Leader Norman feel about getting his ass kicked by his own son?
Norman doesn't get kicked by his own son because his son is too young to be a Pokemon trainer, but his daughter May is a strong coordinator.
9. Why can't Charizard learn fly?
Charizard can learn fly as an HM, but since its not as much a bird type as a fire (its 2 pre-forms don't have wings) it's wings are mainly for attacking than soaring the skies.
10. What kind of meat do humans eat? Pokemon meat?
Humans eat many kinds of meat, such as cows or pigs, etc. I'm sure the same goes for Pokemon. They have their own Pokemon food, as our pets have their own dog/cat food.

6. In one of the movies Ash tries to stop a battle between many Pokemon and gets in the middle of it. He turns to stone, which I guess is a g rated way of saying he dies, then the Pokemon's tears bring him back to life. So yes, serious injury can occur.
8. I guess he would feel annoyed his son won, but it shows he can learn and become a better trainer through the lose.
9. In RBY it couldn't learn fly, but when you get the HM move you can teach it to some Pokemon, I believe Charizard was included. As a automatically learned move, no it can't be learned.

If you want a scientific answer to the water thingy:
For a water pokemon to produce water, it will need some kind of natural power of removing Hydrogen from other components, and combining it with Oxygen. Depending on the pokemons hygiene, the little water actually touching the things inside, should be limited. It's however uncertain whether the water would be drinkable due to other particles possibly being present. Of course, you may drink any liuquid, but whether it's good for you is another story.

In a pokemon story/setting however; nothing stops the water from being "drinkable".
