Cheap Pokemon

There are tons of pokemon out there, but many are underpowed, overpowered, or just plain cheap. What in your opinion is the most cheap pokemon, that you hate to see in battle?

Okay, now that thats done, I can explain. Politoed has changed the metagame from competative to just plain repetative. Now every other battle is against a rain team with the same battle style over and over again. Politoed has made the metagame completely centered around weather. Whats worse is that with the permanent rain that Politoed brings, a plethora of other pokemon who abuse rain follow. I like how the metagame is changing from gen 4 but I just wish that people wouldn't spam rain teams as much.

Tickles:
I hate scrafty. fox uses it well though, but I still hate it.

St. Jimmy:
I don't like battling against legends.  I don't care if they are considered uber or not.  They just get on my nerves.

Silver:
shedinja is so easy to get around its sad.
focus sash toxic kills it every time.
or sucker punch.
or a million other things.
Other than Ubers, most pokemon have a clear and simple counter.
and even the ubders have counters, they just tend to be a little less effective because of how fat they are stat wise.
