We both seem to think that if Hippowdon has a sandstorm up then another pokemon like Ninetales is switched in the weather should be sun. It shouldn't revert at all. It should be based on the newest pokemon brought into the game. Speed should only matter if they switched in at the same time.
This way people can counter weather with their own.
