Unfortunately we can't say something counts just from the way it looks, as much as a pokemon thta uses bones as a helmet and weapon would fit in with ghosts and whatnot.

i think more that marowak was a ghost in the original games remember battling cubone's mother while trying to rescue mr fuji? but no it would be a hell of a stretch to count it as a ghost :P
