The game is not released, no. There will probably be a giant sign on the front of the page that says

PUBLIC BETA RELEASED!!!

...when it is, but the devs keep getting annoyed by people continuing to ask, so please just be patient.

Dude it's not a battle simulator, it's an online virtual world, just like in the original games.
