Because right now, you get a pet level one.

oh then yes hunters used to get their pets at level 10. It seems like it would have been harder getting your pet at level 10 but it actually wasn't all that bad. having no pet at such a low level taught the player how to kite very early on plus its a lot of fun jumping around and shooting everything

According to bulbapedia it will get a world wide release on November 21th. Except for Europe. They will get it at November 28th. ;-; I am sad right now.
I blame the french, germans, italians and spanish. They want native translations >:I
