Well Death the kids weapons could do it. But they also have a meister so IDK if lone weapons can.

You could POTENTIALLY do this, but since they would alternate between who's a weapon and who's a meister, it means you'd have to collect 198 kishin eggs and 2 witch souls. Also, they would most likely not be as skilled as most meisters on the combat front, and probably wouldn't be able to perform Soul Resonance.
SPEAKING of Soul Resonance, I would like to make a suggestion about this, and say for those who plan on having a Scythe weapon, keep in mind that NOT EVERYONE can perform Witch-Hunter or Witch-Hunt-Slash or whatever you choose to call it. It's actually a very rare skill.
Edit: Also, you said "Your weapon character can be no larger than eight feet in weapon form, and must remain only one kind of weapon." Is there a potential for weapons like Tsubaki who have multiple weapon forms?
