LUGIA OR HO-OH: Important question!

The lugia, since a pokemon trained from lower level is stronger than a wild one?

It's extremely easy to get all of your EVs, even in the time it takes you to level from 99 to 100.
A level 15 Pokemon in Heart Gold doing its EV training with a Macho Brace and Pokerus can get them all before level 23.

Actually, Ho-oh is at Lv. 70 in Soulsilver, Just like Lugia which is at Lv. 70 in Heartgold, And I know, because I caught it just the other day.
