do you always let your pokemon evolve?

It makes me laugh that people don't evolve their pokemon so they can give it an evolite. Fun fact: Not EVERY pokemon can effectivelly use the evolite. People have tried putting evolite on Combusken, Haunter, and Wartortle. Only pokemon that either have a higher usable stat, better typing (this is in Dragonair's case), or is named Chansey should not use evolite.

But why not sealeo works well with it.  Though it needs to be paired with aqua ring and it's ability ice body (during a hail storm)

 It works very well in a hail team.

Anything with Ice Body and Aqua Ring will work well in hail. Sealeo still isn't bulker than Walrien though, even with evolite. If each of Sealeo's base stats were about 10 points higher, than it would be viable like Chansey, Shellgon, or Gligar (in LC). The fact that Sealeo's only way of damaging the opponent is through consistent hail stall also makes Sealeo seriously outclassed by its evolved form.
