I don't really consider shaymin to be ledgendary. Don't get me wrong, she's really powerful, but have you ever seen two lugias? Mews? Groudon? Why? Because their ledgendary and I think that 1 is enough for the job. What job does shaymin have? Don't know? That's because as far as I know it doesn't have an important job like controlling space or time. Plus there's only one of them, and if you've seen Giratina and the Sky Warrior then you certainly know that there's more than 1 shaymin.

Shaymin controls nature and pollution. It's described as bringing fresh, beautiful landscapes to areas in need and disliking cities. The reason it is considered a legendary is because not only is it rare (there may be more than one, but that doesn't mean they are of Zubat caliber), but it is extremely powerful. To date, or at least according to the movie, no trainer has ever successfully captured and battled with a Shaymin.

That's going by mostly anime and movie lore, though. In game, Shaymin's back story isn't delved into at all.

Reminds me of winning a ultra rare mew card at a pokemon convention when I was young.  I remember looking it up on ebay once and it was going for close to $1,000

The original legendarys.
Yeah there were the three birds but Mew could not be caught in the games.
And as for Mewtwo he was just epic.
However when Blue, red and yellow were the main pokemon games if someone had a Mew you were like OMG! Even though it was through cheats lol
