Legendary Question

These are the pokemon whom use telepathy, as far as I know:
Mewtwo
Shaymin
Lugia
Entei (At least the Entei that Unknown creates)
Jirachi
Lucario

All I can think of, and they're all legendaries. Right? :P

 Too me it seems as a legendary even thought he really isn't one. I would vote for not atainable in PU. Even though I love Lucario and thinks it's awesome. But personal feelings aside, I vote no lucario. :P

But, if the PU Developers balance the Pokémon's equally enough. So that no Pokémon is overpowered, I could go with making Lucario catchable, as I want to own a Dragonite, which is also a super rare powerful Pokémon.
