Legendary Question

And, iirc, there are no known places in any Pokemon game where you could catch a wild Lucario, right? Then I see no reason to change that. Lucario is pretty powerful as well, so being a wild Pokemon would make him rather difficult. I see no problem with keeping it as a Riolu in the wild.

Per definition a legendary cannot breed (manaphy excluded).
Lucario is thus not a legendary, but more like a rare.
Rare pokemon will be avaible in the game at some point.
The PU team will, when the time is right, discuss wether rare pokemon shall be able breed and/or traded to keep the rareness as a factor.
Please be aware that just to obtain one, you either got to be lucky or really search for weeks at "known" locations.
