Legendary Question

Because I don't really think it would be a legendary.
At best it would be a rare.

Plus im pretty sure theres a movie just about him and hes in Super Smash Brothers Brawl so that puts him a bit over the other pokemon...
Then again Jigglypuff is in SSB XD

This is true, and in the movie it even has telepathic powers. Have you even seen a pokemon with telepathy, who is not a legendary?
