This guy can act as a lead - and as the "lolspikes" lead switches out - Espeon can get a Calm Mind up. Queue good times.
Psychic vs. Psycho Shock is... an annoying choice. One counters the usual switch ins to a Special Sweeper - Blissey and Snorlax, the other however hurts Conkeldurr more.

Explanation of Set
Standard Jolteon - and as normal Jolteons do, it carries the Baton Pass.
For anyone who doesn't know why, Baton Pass switches you out according to your speed / priority - so, it can be used to Scout really well - as Baton Pass will always move after a Pokemon Switch (which has higher priority). This lets you see who's switching into Jolteon while effectively switching Jolteon out - but you get to choose who you switch out to, after you see who they switched to.
So pretty much, it's a double switch in your favour, so if they switch in Swampert, you can immediately switch in your counter without giving him a chance to set up.

So yeah. Standard Jolteon is Standard.

Explanation of Set
This set has no risk - well, aside from using Linoone and taking a turn to set up, but even saves you a whole heap of Speed EVs and lets you take some bulk for your trouble.
A +2 Linoone with 56 Speed EVs reaches 500 Speed, just more than a +1 Garchomp. This should be satisfactory more often than not.
If you want to invest more though, you can outspeed +2 Gyarados and Blaziken with 104 EVs and a Jolly Nature. Food for thought.

This guy is awesome. He can switch in on nearly any Special hit, and Thunder Wave to slow the Pokemon down. After this, if Noctowl is low on health, he can Roost up until he's safe, or just switch out to Roost later. Will-O-Wisp is great to shut down Physical Attackers, while Toxic works best for Bulky Waters.
Night Shade is useful if you get Taunted - and if Noctowl feels safe, you can try it to lower the enemy's HP a bit.

Does this require an explanation?
This is perfect as a revenge killer, or if you manage to switch into a Ghost or Ground move.
Use your attack of Choice (getit?) and smack womanes down.
The final slot is variable. Quick Attack can revenge slower priority users, Knock Off can be used to make switch ins cry, and Pursuit will probably kill the enemy Pokemon if your opponent tries to save them.

It seems to be useless at first - 4 Atk EVs? Hone Claws with just one physical move? Wut?
But, when you do a double take, you see that, Hone Claws also increases accuracy of Blizzard and Hydro Pump. Wuh-oh.
If you can be taken down to Salac level, and have Hone Claws up, this Monkey turns into an absolute monster.
SpA and Atk EVs can be shuffled to create different hybrids, or you could swap Blizzard for Focus Blast and Brick Break for Crunch - but I know which will take down a certain Special Wall better.
Crunch helps with bulky Psychics and Ghosts.

This set is dangerous. Rock Slide and Earthquake cover you on the Physical side, while Leaf Storm and HP Ice cover you on the Special. Your goal is to Leaf Storm up, and, if the need arises, use Physical attacks to destroy their counters.
Rock Slide covers most types that resist Grass (Bug, Flying, Fire) and hits Ice for SE.
Earthquake takes out annoying Steel and Poison types, while Ice covers Skarmory, Dragons and Grass types.

Explanation of Set
The idea of this set is to switch in on a resisted move from a Pokemon who likely can't hit you hard, and then punish their switch/staying in with a ridiculously strong special move. This lets your Empoleon serve as a pivot, as it should hit the enemy Pokemon very hard, allowing you to hopefully finish them off with another switch in.
Surf vs. Scald is a choice here. For maximum pain, take Surf - but if you can burn their Physical Attacker, Empoleon will only be able to switch in more.

Explanation of Set
This set functions somewhat like the previous one - but instead of just whacking your opponent silly, this one takes hits less well, but with Agility, can become a fearsome sweeper. 168 Speed EVs allows you to outspeed maximum base 130s with Agility, and from there it's go time.
