No, I've tried it and Charge is not Stackable. The only move I think which is stackable in combination with specific moves is Stockpile/Swallow/Spit Up.

But I agree with the nice electric combo. Did it several times, will go on using it for quite some time more :P

I never got the point of charge, you might as well use discharge twice, especially as this reduces your dependecy on that one attack. (If you miss you're screwed.)
