That's because the development depends on how fast it's being done, and that is not something constant and itself depends on the time the dev have, but right now, it's mainly depends on the tiles/sprites available.

Currently playing Pokemon XY/ORAS/Shuffle and Clash of Clans and testing out PokemonRevolutionOnline and Dragonmon Hunter....

There's still a lot to do, but depending on the tiles/sprites available, it can be done in a matter of weeks, as to a matter of months.
