I have never been concerned with completing the pokedex so I never tried to get a manaphy for phione. I wouldn't know.  :P so much for a pokemon expert!

Nope. I'm saying it's not godmodding because it wasn't even intended to be Meowth. If he had intended for it to be Meowth, then it would be g-modding. But it wasn't.
