Actually Eevee would be a good choice.  It can evolve into so many forms.  Ralts?  It only knows Growl at first.

Proly Either Chimchar or Cyndaquil. Charmander i feel is proly gona be way ova used. But Kanto is still very loved so thats proly why. FIRE ALL THE WAY!

Cyndaquil ftw!!!
Its the only starter fire type that doesn't get a second weakness ;). (Ex: Monferno weak against physic and flying while typhlosion only weak against water, earth, and rock)
