The best way for that to work is to have the pokemon at the Lv it lears endeavor or breed it and keep it at Lv5. This plan only fails if Starly is taunted, or is going against a ghost pokemon(including Arceus with that plate)

I've seen people use that strategy. It's easier to win if you have a pokemon with multi hit attacks.
