Well... With all the arguing... Why not say that Lucario is a rare, but not exactly catch able.
You would have to get Riolu and then evolve it to get a Lucario... :/?
Then again... That may not be the best idea.
But I hear thats something like what they are going to do with Dragonite. For Dragonite you have to evolve Dratini.
So why not make it the same with Lucario.
I mean. Dragonite would be more legendary than Lucario. But they are thinking of allowing Dratini. ^_^

Ya but there is more than one dratini in the games. however i do agree, I think they should have lucario, but as riolu. No wild Lucario, have to evolve the Riolu

And, iirc, there are no known places in any Pokemon game where you could catch a wild Lucario, right? Then I see no reason to change that. Lucario is pretty powerful as well, so being a wild Pokemon would make him rather difficult. I see no problem with keeping it as a Riolu in the wild.

Lucario is thus not a legendary, but more like a rare.

Rare pokemon will be avaible in the game at some point.

The PU team will, when the time is right, discuss wether rare pokemon shall be able breed and/or traded to keep the rareness as a factor.

Please be aware that just to obtain one, you either got to be lucky or really search for weeks at "known" locations.

I'll extend the definition to:
- can be obtained only once in the game (unless traded over)
- does not evolve

Once those three conditions are satisfied, you have your legendary pokemon.

what about manaphy? it is hatchable so there can be more than one. could it be avalible by doing something special or something of that sorts?

personally if there's a legend I'd want, it's Shaymin, because technically there's alot of them if you watched the movie.

Phione would be a second because it's possible to breed for them.
