Plainly put: NO

Because what would be the point of having everyone running around with legendaries? As has been said many times before, the point of legendaries it to be, well, legendary. If everyone in the game has a legendary pokemon, they lose their status. Not to mention that a legendary pokemon should be stronger than any normal pokemon. So if everyone has one, what's the point?
