A really professional program for this is Paintshop. However this one you should pay for.
I use GIMP for graphical works. This one is free but called a program that can be quite hard to master.

After you got such a program you gotta learn using tools and layers. ;)

I had a better one before explaining the tools better too but couldn't find that one...
Also, you can make your own brushes too as well as downloading GIMP brushes from the internet. Most brushes are pretty awesome. ^^

Yeah Gimp is great. You can do a lot of interesting stuff once you learn how to use brushes and such in ways they arn't usually used. Like how I just write the basic text in black then copy it, change the color to white and put the new text right over the old text. Then take the big galaxy brush, put opacity at like 30-50% and click over top of the text (while the top layer is still selected) will give it this shiny 3-D look like i have in mine.

That's one of the more simple things. Gimp is a little complex but once you get the feel and start messing around with it, it gets pretty awesome.

That tutorial is awesome btw. I have  been trying to learn to make that type of sigs for like months now without much luck on my own. Mine just didn't have the flash. I see what i'm missing now, thanks for that.
