THE GAME IS STILL BEING DEVELOPED AKA. NOT RELEASED!
Long version:
Pokemon Universe is still in development. We don't have any idea on a release date yet but we want to release a first public somewhere in 2010.
Don't ask us to let you participate in private tests because this is only done by people in the team. If we need more people for testing we will probably invite the people who are active on our forums."
Exerpt from the message you get if you click the big yellow DOWNLOADS button up top, where you would ned to go to ply the game if it was avalible anyway. :/

Its in a private Beta right now, in otherwords its still being made, it is supposed to be realesed sometime this year, so just be patient a little longer  until then use the forums to make friends, so the PU world isnt full of strangers.
