Magikarp is probably the worst ever.
I guess the best I would say is Jirachi:
high stats, good hp, fairly good attacks and can learn a bunch of tms

I'd say worst is Magikarp, until it's evolved into Gyarados.

Best though is Tyranitar, physical sweeper, with good stats all around, owned much? I think so.

both of there move set are flawless and they go first and they have tremendous power.
