I voted Squirtle. Water over fire. That and I'm a big water type fan, so there's definite bias.

Not that Charizard isn't one of the coolest fire types in the game.

Charmander wins as it was my first pokemon. Also in a strange way fire created water because all the elements in the universe (including the hydrogen and oxygen needed for water) were created in stars (giant balls of FIRE) through nuclear fusion. So there.
