Dream World abilities are fine whenever the gamemakers add in the gen V info to the game. Heck, I'd love to get a Politoad with drizzle.
Cool, because garchomp's primary ability is useless in in my strategy.

I would like to apply for the steeltype trainer position:

Steelix: wall (dragon breath, stone edge, iron tail, explosion)
Lucario: sweeper (dark pulse, close combat, aura sphere, healing wave)
Scizor: sweeper (swords dance, x-scissor, night slash, iron head
Empoleon: tank (whirlpool, drill peck, hydro pump, brine)
Metagross: allround (magnet rise, meteor mash, psychic, hyper beam)
Magnezone: allround (mirror coat, mirror shot, lock on, zap cannon/thunder)

I'm not quite sure about the moveset yet, so suggestions are welcome)

Personally I'd give Metagross giga impact over hyper beam because he's a physical attacker. I also think you may want to give Empoleon a bigger variety of moves. Those are the only things that jump out at me.

I have been looking over my team, trying to build it up so it can easily take down any Pokemon that can wield either an ice type move or dragon. Here is my deliema, water types commonly carry ice moves, and i have no moves to ko them... can you guys make some suggestions?

You'll likely just have to rely on a pokemon with an electric or grass attack that's faster than any wtaer type. The fastest water type has 115 base speed as far as I know. Just be faster than that, unless the pokemon is a swift swimmer.

(I think I should swap either Sludge Bomb or Thunderbolt with Focus Blast to take care of Dark Types, but Thunderbolt has is powerful and has a chance to paralyse whilst Sludge Bomb has STAB and a chance to Poison, suggestions?)

There is a move set for empoleon that is almost impossible to break once set up right, i have been beaten by it many times on shoddy battle. Here it is:
Agility
Substitute
Surf
Ice Beam/ Grass Knot (This one is all preference for you).
Item: Petaya Berry

The goal of this is simple. Switch it in on a pokemon it resists, then use agility. Then use substitute until your health reaches 25% and your ability Torrent and the Petaya Berry activate. If you get this set up right, you know have a 2 stage speed raise and essentially a 2 stage sp atk raise if you use surf. The petaya berry raises ur sp atk a stage and torrent raises water moves another stage. Then from this point u can sweep the competion out with surf, because msot of the time u will move faster. This is a very effective set, because even a water pokemon that switches in will be 2HKO or maybe even OHKO by surf, and ice beam covers the grass that come in to resist.

The only problem with this is i dont kno how available petaya berrys will be in PU :/ I dont kno how they are implementing them. Haha cuz you are gonna need a berry for every major battle you use him in.

If the petaya berry is out of the question, here is a better defensive set up for you since u want him as a tank
Surf
Grass Knot
Ice Beam
Yawn/ Knock Off
Item: Leftovers

Theres not much to this set. Just use the moves when you see them best used. The last move is a question though. Knock off is effective for stripping pokemon of Life Orbs or Choice items that try to break your wall, but Yawn is effective if you have items like spikes or toxic spikes set up, which guessing from your other moves you dont. However its still good without that.

Anyway thats my 2 cents on Empoleon, there are a couple other ways to use him offensively but i only gave ya the defense cuz ya said u wanted him as a tank. However i would always go with the first set if there is easy access to berrys in PU. Hope this helps. Also i might review your other pokemon later if i have time.

For me i use Empolion as a special sweeper: Surf, Grass Knot, Ice Beam, and Flash Cannon
