yeah...glaceon is definitely not that great...being an eevee master does sound pretty cool. But I had to pick Mudkip, because I just think that the Mudkip, Bulbasaur, Squirtle and Cyndaquil sprites are really cute also. I picked Mudkip tho...but if Mudkip wasn't available, I would have picked one of the other three I just mentioned...

A lot of people say Glaceon/Flareon are the worst though.  So it narrows own to personal favorite type with those two.

I thought the pattern went water, fire, grass, water, fire, grass. From Gen 1 up to Gen 4, then repeated. So if you got Fire Red or Leaf Green (Generation 1) you would get the fire type, Charmander, and then in PU you would be able to get the Gen 2 Grass Pokemon, Chickorita.
