Hm. If you're talking new Pokemon in the game then it's a no-go. They already discussed that on the old forums.  ::)

I think he post it because he want to show them to us, not with the mention to use them in the game.
Pokémon Universe won't add custom Pokémon (and attack's) to the game  ;)

I like the second one the most  :D
