After extensive and thorough research into both Pokemon, I have come to the conclusion that the most awesomest of the two would have to be Ho-oh.

Lugia is the stronger Pokemon.
Lugia is Physic/Flying but it can learn Water attacks.
Lugia has strong \Sp. Defense. And they both have Strong Sp. attack Lugia's strong Sp. Defense cancels out Ho-Oh's attacks. And Since Ho-Oh has weak Sp. Defense Hydro Pump would own him.
Ho-Oh is Fire/Flying Lugia could OWN Ho-Oh.
