Move Tutors were not in R/B/Y, G/S, or Ru/Sa, Whereas crystal, the first incarnation of the movetutor, only had 3 moves, Thunderbolt, Ice Beam, and Flamethrower.

it's really not too far fetched to think there might not be tutors, they could prolly just as easily make more TMs.

As for the move relearner, that would be a great addition since some pokemon can only get certain moves through the relearner.

Wouldn't a move relearner be the same as a muve tutor, then...? I mean, that's what I'm thinking about right now. Basically gulpin from mystery dungeon, minus the move linking.

Move Tutor is like a reusable TM giver, Move Relearner lets a pokemon learn moves they have had access to either through levelup or evolution. Some moves are only available to a pokemon THROUGH move relearner for various reasons, such as a Togekiss learning Aura Sphere, or a legendary learning moves from before the level you can catch it at(which obviously has no impact here)

I think this is a good idea, but it is not necessary. I would rather have PU out earlier than wait another month for unnecessary extra features to be added on. This could probably be in an update sometime after the game is released, I would like to see it in the game at some point, though.

But of course. I don't think anything recently suggested is going to be in the first open beta. I see open beta as having the best features suggested from a few months ago and back, and then everything after that being added on as we get closer to... whatever that thing is that comes after beta.

I believe the first move tutor ever was in Silver and Gold when there was this guy who taught headbutt to pokemon.

The old silver and gold of course.
Rock, Paper, Scizor is a  broken game. Bullet Punch is super effective against rock and paper.

Was it not a TM in Silver and Gold?
No one can go back and change a bad beginning; but anyone can start now and create a successful ending.
If a problem can be solved, no need to worry about it. If it cannot be solved what is the use of worrying?

That means That the 1st Move tutor was in R/B/Y. TMs have been around since Day 1. So have Move Tutors.

This is true for 1 reason...

TMs and HMs are technically move Tutors.

Think of the move tutor as an actual NPC that does the teaching, not some purchaseable machine with magical powers.
