I always thought that you could challenge the gyms in any order you wished?
I'm not all for only picking 8 gyms thing. I think that you should be able to challenge all 17, but only require 8 badges to enter the league.

The problem with this is that every gym then must be at the same level and located at quick travel locations. players would most likely not feel the experience of progressing as they would have with the other system. I mean if every gym has the same level of pokemon, since you can choose freely who to battle, the gyms would either be at a really low level or more likely a high level.

Ahhh, because we build some fancy coding that means that after every gym you defeat, the levels get higher. That way, each gym will be harder than the last. Admittedly the locations would be an issue, but these would be influenced by the player's preference in pokemon, or just by where he ended up by doing quests.
As for the personalities of the leaders, feel free to come up with some dialogue or something. I'm not guaranteeing we'll use it though.

Where he/she ends up doing quests is where we lead them with the quests. Say after the electric gym has been beaten, 3 quests become available; one for each path to a new gym. (ground, poison, flying respectively in the mentioned scenario). Call them Gym pre-quests if you like.

Notes: He should be laidback, casual clothes.
